[DECtalk] Dectalk 4.6.1 SAPI from Enable Rehab

Hi,
I do not want to use this because it is still illegal in my opinion. I also do not want the developers of NV D a to tell me to consult a lawyer again. That was really embarrassing, and I don't want to go through this.
