[DECtalk] a decent speech synthesizer for primary use

I use Eloquence as my primary speech synthesizer, mostly because my 
modern computer has no serial ports, so I can't use my DECtalk Express, 
which was my primary synthesizer of choice before. I'm using Jaws.
