[DECtalk] I can't believe the Sapi Eloquence is illegal

I found Orpheus and my tts options are sort of moving to that. It's
cheap and goes super fast and is snappy. Sapi4/5 support so it'll
support everything.

That said, what I'd want, not because it would be particularly good or
anything, but just to say it exists is a FonixTalk addon for NVDA, or
a SAPI of it. Ironically if you do some heavy voice tweaking FonixTalk
is not that terrible for a slower reading voice. It's no DECtalk 4.3,
but well, nothing else really is anyway.
