[DECtalk] scansoft sapi5 voices

Brandon makes a good point. Plus, since the Scansoft RealSpeak Solo voices
were only provided with, I believe, Jaws 8 and 9 it is difficult to get
those voices installed on Windows 7. I suggest using the RealSpeak Direct
Jaws-only version instead.
