[DECtalk] question about running dictool

Dictionary tool usage remains unclear. I pasted dtalk_us.dic into the folder
where I extracted the dictionary tool. I tried to run windic and dictool in
Windows 7 as administrator and via  Dos prompt. The same error occurs about
application failing to start. Suggestions?

two possibilities him I didn't include but will attach a Dick talk
dictionary which is needed for the deck.dll to start and the other
possibilities it needs to be also run this administrator for privileges 
my eyes are slowly getting better I can almost open them

running both tools stating "The application was unable to start correctly".
This happens when  launching the executables from a dos prompt and the
Windows run dialog.  I am able to run dic.exe from a dos prompt. The
resulting list of parameters is unclear. For example, I am asked for an
input and output file. I assume the input file is the dictionary text file.
However, I do not know what the output file should be named. How is the DT
dictionary converted to Windows and tools utilized?
