[DECtalk] Can SAPI5 work outside of Windows?

Not to mention, OpenSAPI won't do that anyway, so yeah. WIE's not an
option. Best to use native DEC for Linux if taht's what's desired.
Wish DEC for Mac existed also. (Running a Macbook Air and Mini here
now, been getting friendly with Apple products. Tired of Windows I
suppose.)
