[DECtalk] Can SAPI5 work outside of Windows?

Yes, there was, but it's out of date and won't instal on modern
systems. It's not even sold anymore anyway. Too bad, really, because
that would be great for all those DECtalk freaks who can't get
hardware and need to run Linux. Shows how much Fonix cares though, I
guess. :)
