[DECtalk] DECtalk Found a workaround for getting DECTalk Access32 working w/ JFW

For those using Windows 7 or Vista 64-bit, only the Eloq.jls file in
the general Eloq folder needs to be renamed.  The other file in the
X86 folder can be left alone.
