[DECtalk] User dictionaries for Speak windows

Thank you understand this is very preliminary I debated whether to wait till
it was further down the road but feedback is so useful. By the way there is
a theoretical problem and DECtalk does whistle on occasion it is because A
signal processing phenomenon called limit cycles where all zeros go in but
assign wave comes out and it's impossible to totally get rid of we just try
and bury it this you would hear in periods of silence not during voiced
sounds.
