[DECtalk] Access 32 On Windows 7

Well,, to be fair, Force destroyed it to begin with. I heard that the 
original Dectalk code was lost so Fonix had to work with what Force gave 
them or something. But still. I wonder what Dennis Klatt would say or do if 
he was around to see that. Maybe I don't want to know.
