[DECtalk] Surprise! Dectalk 5.0 SAPI

Hi,

Ok. Thanks for confirming that. I think dSpeech is using some sort of
punctuation filter like most TTS conversion programs. I haven't found
a program that just works directly with the SAPI dectalk. Ah well,
I've got the 4.6.4 speak window, and this sounds the same anyway so
it's not that big of a loss.
