[DECtalk] report on the sapi dectalk

Yup, I'd have to aggree that it will work with Nvda and Jaws just fine. 
sure, it's not the most responsive synth on my laptop here, but I'm willing 
to live with that, since I love Dectalk and I've always wanted to get my 
hands on a Sapi Dectalk.
