[DECtalk] Any news?

Hi,

As far as getting parameters changed, I'll do some experimenting to
try and make the voices usable. This seems like a hacky way to do
things, but who knows? I was able to make 4.61 sound a bit better
using the f4 and f5 parameters with other stuff.
