[DECtalk] SAPI DECtalk news

I don't want to be the second echo of this, but I too think the
singing instructions should be optional. It's pretty cool to have the
instructions for a DECTalk noob but I already know how to do this
extensively and the $10 instructions would not be much use to me.
Another instance where it would be little use is with people who have
no desire to make DT sing (hard to imagine but it's possible) and
somebody just wants the speech of DT without any extras.  To them, the
singing lessons would be no use.

True, $30 isn't bad for SAPI DT, but I'd like to just get the synth
without any extra frills if possible. No doubt some people would buy
the singing instructions too, but I think it should at least be an
option for us. Just sayin'.
