[DECtalk] WHAT SPEAKERS DOES EVERYONE USE

Nothing is being stripped out of any version of DECtalk by Enable. Our
goal is to produce as good a quality of DECtalk as possible for use
with screen readers, because that version of DECtalk would be
something that Enable could offer for sale, and plans to do so.
