[DECtalk] speaking of dectalk

Hi,

I'd like to point out something here. As far as I know, the SAPI version of 
DECtalk hasn't been developed yet. The design for the thing may not even be 
finalized yet. So there are going to be lots of questions for which nobody, 
and I mean absolutely nobody, knows the answer. When will it be out? How 
much will it cost? How big will it be? Will there be any new DECtalk 
functionality?

One thing I'd love to see is an updated speak program like speak43, which 
doesn't have a size limit on the file you can load into it as Speak43 does. 
Also, I'd love to see the "Convert to wav" option reenabled.
