[DECtalk] 440 SPEAK WINDOW QUESTION

I need help because I'm really confused.  I'm  trying to help Blake because 
his en files won't associate to the speak  window.  So ok, I sent 440 to a 
friend and told her how to set it up.   Um, the dic file is showing as a 
notepad text even though it has a dic extension  and is associated with 
speak.exe.  It's really really weird!  She  doesn't even get the speak icon even 
though it's associated with the speak  window.
 
What is wrong?
