[DECtalk] DECtalk On NOAA Weather Radio

Hi,

Our local NOAA station seems to be using some version of Scansoft Tom or 
something that sounds a lot like him. It's using something else for time 
announcements and station ID announcements. It used to use this something 
else all the time, years ago. It might be a version of DECtalk, but if it 
is, it sounds just weird, almost like there's something wrong with its 
speech. I don't quite know how else to put it.

On a similar subject, several years ago I was listening to a local airport 
information message on the aviation band. They were definitely using 
DECtalk, I think version 5. They had things fixed so every time the digit 9 
was spoken, it was changed to niner.
