[DECtalk] Announcement! Sapi5 Dectalk will be available!

I made a ModelTalker voice once. I think it sounds recognizably like me, so 
that if I were ever rendered unable to speak, I could use that voice to do 
it for me. This was back years ago, I tried once after that, since I have a 
better microphone now, and found the accessibility to be an issue. Shame 
too.
