[DECtalk] Announcing the new DECtalk archive

Hello,

I now have a page giving a link to the new archive location. This page
will come up when anyone attempts to go to www.bluegrasspals.com/dectalk or
retrieve any file in any folder, valid or not, within the /dectalk directory
on the website. This is not an instant redirect to the new archive, since I
want there to actually be human response before Tony gets bombarded with
bandwidth usage. You will just get a page with two links. The second one
goes through a public dynamic mirroring service which might, over time,
provide better performance and relieve some of the bandwidth burden.
Once again, I enjoyed running the archive as long as I did, and I'm
sorry I am no longer able to do so.
Jayson
