[DECtalk] using eloquence - what devices?

I think you can optionally get it with Window Eyes, but I'm not sure since I
don't use Window Eyes. Oh yeah, it just hit my mind, ViaVoice, which is
pretty much the same as Eloquence now, does allow a lot of control over
voices like Dectalk does, but I have absolutely no idea how it works or what
it sounds like. I heard it could sing but haven't even heard it.
