[DECtalk] Hosting torrent

Hello,

     A tracker is required for all torrents, all of the time, as far as I 
know. The .torrent file is nothing but a list of files, their error checking 
data, and information about the tracker. The tracker coordinates all 
activities. Everybody connects to the tracker at first. The tracker helps 
people who have parts of the archive get in touch with others who need those 
parts, etc. In other words, no tracker, no torrent.
