[DECtalk] dectalk usb

The DECtalk USB uses an ARM processor running at 100 MHz. I don't
know any further specifics on the type of CPU.
Here is an audio sample of the DECtalk USB. The DECtalk USB claims
to be running v5.0 of the DECtalk software. I have a software demo
of v4.63 of DECtalk which sounds exactly like this audio sample so I
don't know how v5.0 and v4.63 differ:
