[DECtalk] Update to competition rules

Hi,

I purposely left that vague.  I wanted that to be discussed.  I know a 
lot of people have free time during the holidays but some people are on 
vacation.  I was thinking of setting the deadline to December 31 and the 
judging deadline to January 15 but this is undecided.  I'm thinking that 
two weeks is more than enough time to judge but I don't know how long it 
takes to create a good sounding file.  I'm not a musician and I don't 
know how to do the DEC-talk singing.  That is why I'm coordinating such 
a contest.  It would be impossible for me to submit my own entry because 
I have no idea how to write files.  I have the manuals if I want to 
spend time learning but it isn't a big deal to me.

So what do you think?  What is a fair deadline for entries and judging?  
I have a private ftp server for uploads if necessary.  I'm not sure how 
big the files will be but email attach would work if they're small 
enough.  I'm open to thoughts and suggestions.
