[DECtalk] MP3 done but can't upload

Hi,
I've tried several things and can't get in either.  I have no idea what's
up.  I have my own conversions of 2 and 3 on my mirror.  If you can send me
4, either as an attachment or I can set up an FTP account, I could put that
up on my mirror too, but can't upload to the real archive.
