[DECtalk] dectalk sapi interface

Hi,
Please let me know if the program works for you.  The compiler and language
I use is called Ibasic.  It is a Basic-like language.  A trial copy which
can not make stand-alone executables can be downloaded at www.pyxia.com.  I
think it only cost me $40 or so to register it, but that was about a year
and a half ago.
