[DECtalk] dectalk sapi interface

Hi.  Well, the only other thing I can say about this is that GW Micro still 
uses 4.6x, and that does not support SAPI.  It is doubtful that they will 
support version 5.  That's too bad if there are supposed to be 
improvements.  What firmware does the DEC-Talk USB use?  There are mp3 
demos of it.
